The ‘Ministry of Home Affairs’ has introduced ‘Support to poor prisoner’s scheme’ to provide financial support to poor and indigent prisoners who are unable to pay the fine amount and to secure bail due to financial constraints. The Guidelines and Standard Operating Procedures for the implementation of the scheme are available in MHA website. ‘Empowered Committees’ are constituted in all the districts and Oversight Committee has been constituted at State Level. The Secretary, District Legal Services Authority is the Convenor/ Co-ordinating In charge for “District Level Empowered Committee” and the Secretary, Odisha State Legal Services Authority Cuttack is the Convenor/ Coordinating In-charge for “State Level Oversight Committee”. The District Level Empowered committee is empowered to recommend and sanction the fine amount up to 25000/- for convicts and bail amount up to 1 Lakh. Beyond the above limitation, State Level Oversight Committee is empowered to sanction such financial support.
